Russia Suggests Cutting Nuclear Arsenals in Half

MOSCOW -- Russia recommended to the Clinton White House that the Start III nuclear weapons negotiations cut the maximum number of warheads in both countries to 1,500 or fewer -- half the number allowed under Start II.

The Washington Post reports that the proposal "is likely to meet with resistance in the Pentagon and among Republicans."
